This presentation will cover the CMS regulations under MIPPA relating to these new beneficiary protections.

The poorest Medicare beneficiaries, those dually entitled to both Medicare and Medicaid, must navigate through the most complicated entitlement benefits – Medicare ands Medicaid – to obtain access to needed health care. Let’s learn together how we can assist duals through the maze of Medicare and Medicaid, as we explore cost-sharing rules, access through coordinating Medicare and Medicaid to preventive and primary care and how Medicaid works for duals who choose to join Medicare Advantage plans. We’ll spend the bulk of the session discussing how understanding the rights of duals can be applied to SHIP outreach, enrollment and assistance initiatives.

Title:
Creating a Competent Counselor: Scenario Training, Audience Response in the Classroom, and Mentoring in the Field

Learning Objective:

Abstract:
In response to an ever-increasing volume of Medicare and SHIP counselor training topics, Florida has recently revamped our training curriculum, implemented new audience response equipment, and developed an in the field counselor mentoring curriculum to accommodate diverse volunteer learning styles, budget constraints, and limited volunteer availability for face-to-face classroom instruction. We would like to present the concept and format of our training at the Directors Conference so that other SHIP training developers might benefit. Our approach at the conference would include Power Point presentation, use of the audience response system, and a sample of interactive role-play of classroom activities. In addition, we would share our experience and lessons learned in developing and implementing a new training structure that includes, independent study, imbedded quiz questions using our new audience response system, and a structured post-classroom mentoring program all intended to develop competent SHIP counselors. We use a “conscious competence learning model”, which takes learners through four stages from “unconscious incompetence” to “unconscious competence”. In classroom training we begin with a client scenario and ask participants to counsel the client – this allows the new counselor to become conscious of what they do not know about the subject and create a need to learn. A portion of resource material is assigned to read so they begin independent active learning. They pick out important data from the resource to share with their client and then discuss that with the class. At this stage they are beginning to progress to the “conscious competence” stage. The instructor then takes the class through PP slides that review critical information on the subject covered in the scenario, which helps learners organize the information that has been covered. Most learners will not get to the unconscious competence stage while in training, leading to the importance of having a strong mentoring program. Mentoring is not a new approach to learning in our society, but in Florida current interest in promoting one-on one mentoring relationships as a vital component of our S.H.I.N.E. counseling workplace experience is a recent event. After initial classroom instruction, this one-on-one model of learning has been clearly recognized as a positive initiative for increasing new counselor satisfaction and confidence by providing opportunities for additional individual education and training in a post-classroom mentor-mentee relationship.

After my power point presentation & handout giving an overview of current fraud scams in Medicare Parts A, B, C & D, I will describe methods that beneficiaries can take to protect themselves from medical ID theft. In addition to providing information on detecting suspected fraud and abuse, I will provide Hotline numbers for patients and their caregivers to use to report fraud and abuse. During the break-out session, sufficient time will be allotted for questions and answers. It would be extremely helpful for CMS to learn what are SHIP volunteers most frequently asked questions or biggest concerns.

Abstract:
Too often we find ourselves reacting immediately to the priorities outside without first understanding the needs and future direction of our own programs inside. Strategic planning helps us more thoroughly understand where we’re headed in the short, medium, and long term. Through strategic planning we can better analyze our evolution, environments, capacities, weaknesses, and key opportunities and use this information to inform the development of our funding proposals. It’s also a process with which we can identify root causes, clarify options, identify concrete objectives, and map high level strategies to reach them regardless of the bottom-line budget we’re working with. If you don’t know where you’re going, chances are you won’t get there. In this workshop, participants will create a basic, high-level strategic plan that they can then take home and flesh out. Graphics and worksheets will be provided that follow a step-by-step process of discovery and prioritization. We will also discuss keys to communicating your plan and how to get buy-in from both line staff and executive management that will support it to fruition.

Putting the Pieces Together: Person-Centered Access to Public Benefits

Abstract:
Millions qualify for, but are not yet enrolled in, public benefits programs meant to improve their lives. Even decades after their inception, public benefits programs are remarkably undersubscribed, despite the efforts of federal, state and local organizations alike. Recognizing the need for renewed efforts to help beneficiaries with limited incomes enroll in benefits such as the Medicare Part D LIS and the Medicare Savings Programs, Congress directed $30 million from the Medicare Trust Fund to support such efforts by SHIPs, AAAs, and ADRCs. Funded by the U.S. Administration on Aging, the National Center for Benefits Outreach and Enrollment is charged with the task of supporting and fostering the work of state and local organizations engaged in this vital outreach and enrollment work through technology, training, and the collection of promising practices. The ultimate goal is to ensure that community-based, person-centered systems are in all communities, helping to enroll eligible seniors and persons with disabilities as possible. This is especially critical now, as so many seniors and persons with disabilities across America struggle with the increased cost of food, housing and gasoline, many are having difficulty making ends meet on fixed incomes. This session will introduce you to the mission and work of the Center and of the community-based Benefits Enrollment Centers it funds. Speakers will discuss innovative enrollment strategies being used by community-based Benefits Enrollment Centers, Web-based screening and enrollment tools, and training and technical assistance available to your SHIP and partners that help those of limited means enroll in the public benefits for which they are entitled. Join us for provocative brainstorming about how policy, high-impact technology, and person-centered outreach through SHIPs and other aging network providers can achieve this end.

Abstract:
SHIP coordinators and counselors are called upon to answer difficult questions about Medicare eligibility, enrollment and coverage issues. The answers to those questions often lie in CMS’s regulations, policy manuals, and coverage determinations. How can SHIP staff make the most of these resources to improve the quality of their counseling and assistance for their clients?

This workshop will explain how to use three of CMS’s most important policy tools to carry out research using the CMS website. The presenters show how to use CMS’s policy manuals, national coverage determinations, and local coverage determinations to respond to clients’ questions. The presenters will use questions from actual SHIP counseling sessions to demonstrate how to navigate these web-based resources to find authoritative answers. We then will invite workshop participants to ask questions of their own to review the principles and steps for finding answers to those questions quickly. The workshop will also provide an overview of the relationship between CMS’s policy manuals and Medicare law, regulations, as appeals procedures.

Abstract:
For years, business development speakers have explored and talked about the various leadership styles that successful supervisors and managers exhibit. We have been taught to examine our preferred leadership style and learn how to improve worker performance using this preferred style. Situational Leadership is different. Situational Leadership recognizes that it is the workers’ desired style based upon the task at hand that impacts their satisfaction and success. In this workshop we will examine contributing factors and strategies that can enable our staff, volunteers, and our programs to maximize their success. In this workshop, we’ll interactively explore a variety of leadership styles and techniques. We will examine what these styles look like, what their advantages and disadvantages might be, plus how our personalities and styles impact our staff and volunteers. We will look closely at the factors that need to be examined within each situation to help us determine the most appropriate leadership style to implement. Numerous examples will be utilized for analysis and implementation strategies. This is an extremely interactive and energetic workshop. Participants will find themselves immersed in activities designed to help them develop their own deliverables for immediate implementation once they return home.

Successful Volunteer Training Programs: Going for the Gold with a Role-Based Model

Abstract:
SHIPs are beginning to see a shift in volunteer expectations and preferences. A new generation of volunteers, particularly baby boomers, wants more choice and flexibility in volunteer opportunities. SHIPs have responded by re-structuring their programs to include a variety of volunteer positions and a more flexible time commitment. However, only a few SHIPs have revamped their training programs to better accommodate a diverse, role-based volunteer workforce. This interactive workshop will explore how the Nevada, Maryland, and Vermont SHIPs have “gone for the gold” and taken the lead in developing role-based volunteer training programs. These SHIPs have created customized training for each of their volunteer roles. The training material and length vary by role, and are uniquely designed to help each volunteer learn the knowledge and skills needed to succeed in his or her SHIP role. The SHIPs have found that a role-based model can significantly reduce the amount of time that (non-counselor) volunteers spend in initial SHIP training. This, in turn, can reduce volunteer frustration, while increasing satisfaction and motivation. Through this workshop, participants will learn how the Nevada, Maryland, and Vermont SHIPs designed and implemented their role-based volunteer training programs. The SHIPs will discuss their experiences, share their “lessons learned,” and highlight role-based training models that participants can replicate. The workshop will also offer participants an interactive opportunity to “go for the gold” and discover how a role-based training program could work for their SHIP.

Updates on the Part D Low-Income Population

Learning Objective:
As a result of this session, participants will be better able to understand the low-income subsidy process and its impact on Medicare beneficiaries.

Abstract:
There are several significant enrollment activities which CMS conducts for Low-Income Subsidy (LIS)eligible Medicare beneficiaries. Those activities include auto and facilitated enrollment to ensure initial Medicare Part D coverage in a Part D plan which is below the regional LIS benchmark; re-deeming for those LIS beneficiaries who lose deemed status; reassignment for individuals who are in a plan which is non-renewing at the end of the calendar year or in a plan which has a bid above the LIS regional benchmark for the following year; and point-of-sale for Medicare LIS beneficiaries who present at a pharmacy with an immediate drug need but are not enrolled in a Part D plan. During this session we will provide some basic information as well as go over any more recent changes. In addition, we will discuss a policy change which was effective on April 1, 2009 for full benefit dual eligibles who have retiree/union coverage with a plan which claims the retirement drug subsidy.

Title:
Your Youth ARE Your Olympians

Learning Objective:
In 2008 Arkansas SHIIP created a Student Volunteer Program to assist Medicare beneficiaries during Open Enrollment. We want to tell you how we did it.

Abstract:
The Arkansas SHIIP began a new program in September of 2008 called the, "Student Volunteer Program". We worked with the Arkansas Department of Education, Future Business Leaders of America (FBLA) sponsors, and the EAST Initiative (Environmental & Spatial Technology program) national office and facilitators in Arkansas schools. In 2008, we had 10 schools to participate and recruited 164 students who preformed a total of 1751.5 volunteer hours at a rate of $19.51 per hour. Our students preformed volunteer services to Medicare beneficiaries that were worth $34,171.77. Wow!!! SHIIP wrote a special training manual for these students and taught them to assist Medicare beneficiaries in selecting a Medicare Part D plan for 2009. The Medicare beneficiaries were amazed at the knowledge these students had about Medicare and were so appreciative to have this service provided to them in their own communities. Due to the excellent media coverage of the "Student Volunteer Program", we were able to increase awareness of Arkansas SHIIP beyond our wildest dreams. We plan to continue to build our partnerships with the EAST Initiative and FBLA for years to come. By involving students from 12 to 18 years of age, we feel that we have created an entirely new pool of volunteers, and have given them an appreciation for volunteerism that will spillover into adulthood. The youth of Arkansas have become our Olympians! Make your youth, YOUR Olympians.
